Today, PNG is the world’s largest exporter of tropical logs, yet a significant portion of this timber is believed to be harvested from concessions that may be operating illegally. This report is the first to take a comprehensive overview of the key legal and human rights concerns surrounding Forest Clearing Authorities (FCAs) – a type of permit that allows forest clearance for agriculture and other forms of land change. It explains what FCAs are and examines their various problems – both in how they are issued, and their impacts on people, nature and due process.
